“We have a rain plan” can mean three different things

You move indoors

The most common plan, and usually the simplest: the ceremony moves into a room the venue already has, with nothing extra to rent. Ask whether that room holds all your guests, and whether it's the same room you'll use for dinner, since flipping it between the two takes time.

You move under a covered space

A pavilion, covered terrace, or porch keeps you outside but out of the rain. It keeps the outdoor feel, but not the warmth. Ask whether it has sides that close, and whether heaters are available on a cold day.

You put up a tent

A tent can go right where you planned the ceremony, but it usually has to be ordered days ahead and is often a separate cost. Ask who orders it, who pays for it, and how late you can decide.
